Board of Commissioners
Fire Commissioners are elected officials responsible for providing general direction in the areas of financial management, administration and policy adoption for the Fire Department. A Fire Commissioner's term in held for 6-years.
Ken Callahan: Term Expires December 31, 2013
Ken was appointed to his first term as Fire Commissioner on March 4, 2010. Ken and his wife, Judy, have been Shoreline residents for 44 years. His two sons graduated from Shorewood High School. Prior to his retirement five years ago, Ken was employed with Stelte Dental Systems. Ken has been active in the Shoreline community over the years. He volunteered at Shorewood High School chaperoning the school band in addition to working the sidelines at Shoreline stadium during football season. He was instrumental in forming the Richmond Youth Basketball Association and coached youth for nine years. Ken is currently a member of the Richmond-Haller Lake Masonic Lodge. He also serves on the Board of Trustees for the Children Identification Program (CHIPS) which oversees the identification of children throughout the state.

Jim Fisher: Term Expires December 31, 2013
Jim was elected to his first term as Commissioner in November of 2001. Jim served on active duty with the United States Marine Corps from 1960 to 1964. From 1964 to 1970 he was employed in a small printing business working as a typesetter and pressman. Between 1970 and 1972 he worked for the Bethlehem Steel Corporation as a millwright. In 1972 he chose public service once again by going to work for Shoreline Fire Department. While working in the fire service, he attended North Seattle Community College and earned his AA degree in Fire Command and Administration. In 1997, he was awarded Employee of the Year. Jim served 27 years with Shoreline Fire Department, retiring at the rank of Captain in September of 1999. He is also a charter member of the Washington State Association of Fire Marshals.

David Harris: Term Expires December 31, 2017
David Harris is a lifelong Shoreline resident. In 1980, David joined the Shoreline Fire Department as a part-paid Firefighter and was trained in fire suppression tactics, emergency vehicle operations, salvage, rescue, and incident command. David retired with 27 years’ service as a volunteer Reserve Firefighter. Commissioner Harris’ community involvement includes two, four-year terms on the Shoreline Planning Commission – two years as Vice Chair and two years as Chair. In his roles, he presided over public hearings, participated in long-range strategic planning and ensured all viewpoints were heard. David has been a residential home builder for thirty years. He and his wife, Gayle, have two daughters. Travel and motorcycles are among David’s many interests. Commissioner Harris is looking forward to continuing his service to the community through his role on the Shoreline Fire Department’s Board of Commissioners.

Rod Heivilin: Term Expires December 31, 2015
Rod was elected to his first term as Fire Commissioner in November, 2009. Rod’s 30-year fire service career began as a volunteer with the Shoreline Fire Department in 1972. In 1978 he was appointed to full time firefighter, retiring 2002 as a Lieutenant.
Rod worked for Boeing before opening his own insurance business in 1967. Community service has always been a big part of his life. He was a Scoutmaster in the Richmond Beach area for Troop 325 for several years. He was one of the co-founders of the Shoreline Christmas Program. For more than 25 years, Rod spent his Christmas mornings as Santa on the back of a fire engine handing out candy to the children in Richmond Beach. He continues to work with firefighters during the annual Easter egg hunts. In 1987 Rod was asked to start the Washington State Council of Fire Fighters Burn Foundation and continues to run that organization today. He is a member of the Seattle SeaChordsmen Barbershop Chorus and the What’s Cookin Quartet. Rod Heivilin and his wife Donna are both native Washingtonians and have resided in Shoreline since 1967. They have two children and four grandchildren.

Jon Kennison: Term Expires December 31, 2017
Jon was appointed to the Board in September of 1986 to fill an unexpired term. He was re-elected to fill six-year terms in 1993, 1999 and 2005. Jon grew up and attended school in the Shoreline community. Jon's past community involvement includes being a youth soccer, basketball, and baseball coach. He also co-founded the "Shoreline Christmas Program". Jon's fire service community involvement includes past participation as Chairman of the Board, Shoreline Commissioner Representative to the King County Commissioners for 16 years, and he was appointment to the King County EMS Task Force by County Executive Gary Locke in 1995.
